The authorization — possibly cryptographically signed (see AP2) — by which a user defines what their agent may buy: scope, budget, approved suppliers, recurrence.

In practice

The mandate is the trust lock of agentic commerce. The AP2 protocol formalizes it in two steps: an intent mandate (the frame of delegation) and a cart mandate (the exact transaction, signed at payment time).
